The first North Atlantic right whale calf of the winter season has been spotted off the Florida coast heading north with its mother, a known resident of the Gulf of St. Lawrence.The Florida Fish and Wildlife Conservation Commission says on Facebook that the two endangered whales were sighted near the mouth of the state’s St. Johns River.It says the mother — referred to by her catalogue number, 2791 — was spotted five days earlier off the Georgia coast.Right whales typically migrate south from the North Atlantic to give birth off the coasts of Georgia and Florida from December through March.Melissa Munro, a spokeswoman for the Sierra Club Canada Foundation, says in a statement that no newborns were recorded last year, and the population sits at a critically low number.She says the population has been downgraded to 411 — only 71 of which are females that could potentially reproduce.“This one baby represents a whole lot of hope,” Munro said, adding that five females have been identified as possibly expecting calves.But despite the “joyful” news, she said right whales are “not out of the woods. ATHENS, Greece — Greece’s prime minister says the country will soon lift the last remaining restrictions imposed on bank depositors more than four years ago at the height of the country’s financial crisis.Kyriakos Mitsotakis said Monday the removal of the restrictions, known as capital controls, next week will end a long “cycle of insecurity.” The restrictions mostly concern movement of funds abroad, for both individuals and businesses.Greek authorities imposed the measures in June 2015 to stop a developing bank run as depositors panicked by the government’s escalating clash with its bailout creditors made mass cash withdrawals.At first, depositors were only allowed to withdraw 60 euros ($66) a day, but the limit was gradually relaxed and then scrapped.Greece was kept afloat by international bailouts from 2010-2018.The Associated Press

TORONTO – The Canadian dollar closed higher Thursday to recover some ground lost after the Bank of Canada lowered its economic growth forecast.The loonie was up 0.06 of a cent to 97.47 cents US after falling about six-tenths of a cent Wednesday after the central bank cut its 2013 economic growth forecast to 1.5 per cent from an earlier estimate of two per cent.The commodity-sensitive currency has also been punished by tumbling prices for oil, copper and gold this past week.Oil and copper have given up gains amid data showing a slowing Chinese economy while the International Monetary Fund cut its forecast for global growth to 3.3 per cent this year from its January forecast of 3.5 per cent.Commodity prices turned around Thursday as copper, viewed as an economic bellwether, shed early losses to gain two cents to US$3.20 a pound. A ban is imposed if your ISP detects illegal downloading taking place more than three times, and is preceeded by warnings.The law was pushed through by Nicolas Sarkozy, the president of France. But he has now been found to break the very rules he was so determined to put in place. To be more specific, the IP addresses associated with his home and his office have both been linked to illegal downloads several times.The source of this information is the newly formed YouHaveDownloaded.com, which we reported about a few days ago. It was initially thought the service was a joke, but turned out to be far from it. The data they have collected is legitimate, and Sarkozy now has some difficult questions to answer.Sarkozy’s official residence is the Élysée Palace in Paris, which also houses his office. The IP range covering that location (188.8.131.52 – 184.108.40.206) is shown to have at least six downloads that infringe copyright–that’s double the allowed limit.Under the rules, Élysée Palace should now go offline for 12 months, but we very much doubt that will happen. The deceased was fired upon at close range around 2.40 pm in the district’s Vehil village, about 60 kilometres south of Srinagar.She was rushed to a local hospital in the district, where she succumbed to injuries. “She suffered critical bullet injuries and died in the hospital,” police said.A cordon and search operation was underway to trace the assailants. Police have also registered a case and started an investigation in the matter.Former Jammu and Kashmir chief minister and National Conference leader Omar Abdullah condemned the shooting. Key industry body’s are satisfied the AU$130 million allocated to Destination NSW in the 2013-14 NSW budget will boost the state’s visitor economy and encourage future opportunities.Leaders from both the Tourism Industry Council NSW and the Tourism & Transport Forum (TTF) have expressed their support for the level of funding the state has received and the ways in which these resources will be distributed.
