Dehradun: The Uttarakhand Assembly on Wednesday passed a bill barring people having more than two children from contesting the panchayat elections. It has also fixed a minimum qualification for them. The Uttarakhand Panchayat Raj Act 2016 (Amendment) Bill, which was tabled on Tuesday, was passed by a voice vote amid acrimonious scenes by opposition members over various issues, including the “deteriorating” law and order situation in the hill state. Parliamentary Affairs Minister Madan Kaushik said the purpose of the bill was to promote family planning and also determine a minimum educational qualification for the candidates. “We have fixed the educational qualification of all panchayat members. In the general category, the minimum qualification is Class 10. In the SC/ST categories, the minimum qualification is Class 8 for men and Class 5 for women,” he said. The bill also prohibits holding of two offices simultaneously by any panchayat member. “This is a reformist bill. It should be seen as an effort to reform the grassroots bodies,” said Kaushik, adding that the bill was mooted on the lines of a similar legislation in states like Odisha and Rajasthan.
KYOTO – A Japanese fire official says the death toll from a Kyoto animation studio fire is now 33 and nobody else is believed to be still missing.Kyoto fire department official Kazuhiro Hayashi says 36 others have been injured, 10 of them critically.Hayashi says firefighters found the largest number of victims on the top floor of the three-story building, including some who had collapsed on the stairs leading to the roof. Rabat – The Royal Moroccan Navy has rescued 367 irregular migrants from the Mediterranean, including women and children, mostly from sub-Saharan Africa.The migrants were aboard several inflatable boats in trouble, according to a military source.The royal navy brought the migrants safely back to Morocco. The former said last weekend that the Sri Lankan military and police have arrested some Tamil returnees, beating them, covering them in kerosene or raping them to force them to confess involvement with the Tamil Tigers.The organisations say that although British High Commission officials meet most returnees and give them a small assistance package, this is far from adequate protection.And they say deportation charter flights including one due to leave on Tuesday should be suspended. Games like the one Anthony Davis had Sunday night don’t come along very often — at least not in the modern NBA.With 59 points in the New Orleans Pelicans’ 111-106 win over the Detroit Pistons, Davis set new scoring highs for both his own career and the 2015-16 NBA season. He also pulled down a whopping 20 rebounds. Basketball-Reference.com doesn’t have complete game-by-game rebounding records from before the 1983-84 season (more on that later), but since then, there have only been two other 50/20 games: a 2000 contest in which Shaquille O’Neal scored 61 points and grabbed 23 boards against the Clippers and a 2001 tilt during which Chris Webber dropped 51 and 26 on the Pacers.Davis’s eye-popping numbers on Sunday came through incredible efficiency. His true shooting percentage in the game was 76.8, far above the league’s season-long average of 53.9. (By comparison, Webber’s true shooting percentage was only 51.4 in his big game, and Shaq’s was 68.3 — outstanding, but below Davis’s mark.) On the other hand, Davis’s Pelicans also played a fast pace — 100.2 possessions — compared with other big scoring/rebounding games from the recent past. So where does Davis rank if we account for both these factors?To answer that, I grabbed game-level data from Basketball-Reference.com starting in 1983-84, and adjusted each player’s scoring and rebounding totals for the pace of the game, setting them all to a pace of exactly 100 team possessions per 48 minutes. I also adjusted for a player’s efficiency, giving his scoring tally an extra bump if he was more efficient than the league average. This is to account for games like Webber’s that have impressive raw stats but required a large number of attempts.1Specifically, I computed how many more points a player scored than one of average efficiency would have in the same number of shot attempts. Historically, multiplying that number by 0.8 and adding it to the player’s actual (pace-adjusted) point total gives an “adjusted scoring” figure that best correlates with a player’s offensive adjusted plus minus. (We don’t tend to think of Jordan as a big rebounder, but he snagged 18 boards in his 69-point game against Cleveland in 1990.) Davis gets extra credit — about 7 points’ worth — for his efficiency but loses ground in the pace adjustment. A faster pace means more chances to score and snag rebounds, and Davis’s game had about 7 percent more possessions than the average game above him on the list.Of course, quibbling about where Davis’s game ranks among the biggest scoring/rebounding performances in recent memory misses the bigger picture that games like Davis’s (adjusted or no) are much more uncommon now than they were in the past. According to ESPN’s Stats and Info crew, there were 36 games in NBA history (before Davis’s on Sunday) featuring a player with a 59/20 stat line: the aforementioned Shaq game … and 35 games from Elgin Baylor and Wilt Chamberlain, all before the mid-1970s. Chamberlain himself accounted for 33 of those games — 17 of which came during his legendary 1961-62 season alone.The simple truth is that outrageous single-game stat totals were a lot easier to come by in that era. The average pace factor for teams in 2015-16 is about 96 possessions per 48 minutes; the average in 1961-62, as best we can estimate it, was 126. In other words, compared with the modern game, that season’s players had over 31 percent more chances to score points and grab rebounds — 59/20, for instance, becomes a “mere” 45/15 after adjusting away those extra possessions — and there’s a good argument that rebounding numbers were inflated even further by the era’s abysmally low field goal percentages (resulting in more missed shots to rebound). There’s a reason that Kevin Love in 2011 became the first player to average 20 points and 15 rebounds since 1983 and that 92 percent of the player-seasons meeting those criteria took place before 1976’s NBA-ABA merger. The game was radically different back then, both on the court and in the stat sheets.That’s why we should appreciate games like Davis’s even more when they come along in today’s NBA. Fifty-point, 20-rebound games have always represented special individual performances, but they’ve become exponentially rarer these days, especially given recent changes to how the game is played. (Hello, Warriors!) So it might be a long time before you see another statistical game quite like the one Davis produced Sunday. A ring of athletes circled the mats of the Steelwood Training Facility, with only one thing in common: wrestling. All ages, all weights, all different experiences. There were 125-pound high school wrestlers with just a dream of reaching a podium at the NCAA championships someday. There were heavyweight freestylers who had ascended the Olympic podium with a gold medal in hand.In the middle wrestled a coach and a college heavyweight, with Ohio RTC head coach Tervel Dlagnev demonstrating techniques on bottom against Ohio State former Big Ten champion Kollin Moore.At the Ohio Regional Training Camp, wrestlers of all ages and accomplishments gather under the umbrella of an Ohio State facility with a lone national championship banner hanging from the rafters. Through the work of Ohio State coaches and former championship-winning athletes, the Ohio RTC looks to shape its participants into the next group that can raise a title.“It’s embedded in wrestling culture as youth wrestlers, the fathers, the mothers, they bring the small children to the place where they’re going to have the best training partners, and then in high school, they do the same thing,” Ohio State head coach Tom Ryan said. “It’s common knowledge now for any elite high school wrestler. They know there’s an Olympic training center here.”Though the event is run at an Ohio State facility and is coached by members of the team’s staff, the group is separate from the university. Ohio RTC is a nonprofit founded in 2006 when Tom Ryan was hired to become head coach at Ohio State.The teams that had an RTC were the only programs “that really had a chance to be the best program in the country,” Ryan said before a wall of trophies won in his decorated tenure as head coach. “There is no chance for those who didn’t have one. You really had no chance to compete at the highest level.”After the RTC was established and approved by the governing body, USA Wrestling, Ryan began to assemble the perfect staff to build the program into one of the best in the country. Coaches Tommy Rowlands and Lou Rosselli, both who had made Olympic teams in the past, came aboard to bring credibility to the center and get it off the ground.The RTC receives 100 percent of its funding from donations, 85 percent of which goes toward stipends and housing for participating athletes. Those eligible for the RTC must be within a 250-mile radius of Columbus. They must also be both a member of USA Wrestling and finish top four in high school championships, top eight in college championships, have won at least one match at a USAW World or Olympic Team Trial or represented the United States within the past two years at a Veteran’s World Championships.Ryan said it is part of the goal of the Ohio RTC to build not only NCAA champions at Ohio State, but to turn wrestlers into Olympic champions, because while the staff cares about the university, “also we’re about the United States of America.”Kyle Snyder spars against junior 197-pound Kollin Moore at the Steelwood Training Facility on Tuesday, April 2, 2019. Myles Martin, the former NCAA national champion and No. 1 seed in 2019 at 184 pounds, said that after he concluded his Ohio State career with a third-place finish in the national championships, he would return to the Ohio RTC for at least a year.In maintaining a locker in the Steelwood, he resides alongside former Ohio State national champions Nathan Tomasello, Logan Stieber and Kyle Snyder, some of the most decorated wrestlers in program history.Snyder, an Olympic gold medalist and three-time NCAA national champion, said he first got involved with Ohio RTC when he was being recruited by the Buckeyes, and that during his offseason, he still spends a great deal of time training with the group.“After I graduated from college, it was just a great opportunity to be able to stay here and continue to train,” Snyder said. “They think outside the box. They’re willing to do whatever it takes to improve the Ohio RTC that we have right now and that we want to make it better in the future.”Several other former athletes return solely in a coaching capacity. Three of the coaches on Ohio RTC’s staff — Dlagnev and assistant coaches J Jaggers and Bo Jordan — all were products of the training center.Dlagnev said he first got involved as an athlete in 2009, a year after he graduated from the University of Nebraska-Kearney, later making eight national teams and placing fifth at the 2012 London Olympic Games. He started to transition into a coaching role to stick around the sport when he was hired as an assistant coach at Ohio State in 2016.“You can’t wrestle forever,” Dlagnev said, noting that he, “felt like I had a knack for explaining things.”During the practices, athletes split the two-hour practices watching demonstrations of different wrestling techniques and positions. Jaggers said the wrestlers also do a great deal of sparring against one another, which opens the opportunity for younger wrestlers to gain experience challenging accomplished veterans.There is a benefit for fresher faces “just being around and seeing what the professionals like Nate and Kyle and some of the high-level college guys, how they approach practice,” Jaggers said as Tomasello, a participant of four NCAA championships, grappled with Ohio State freshman Malik Heinselman, who had lasted just three matches in his first championship in 2019.“So more so than just being their training partner for that day,” Jaggers said. “It’s being around them and seeing the way they mentally approach things I think is beneficial for the age group guys, and I think that’s why we’re seeing an influx of productivity from USA Wrestling teams at all age levels.”Ryan said that in order to grow as wrestlers, young athletes must first be exposed to duress. For many of the elite high school wrestlers, they might not know what it is like to lose.Facing Kyle Snyder, arguably the greatest heavyweight in the world, will teach a young wrestler what it is like to lose. In learning how to lose, the upcoming wrestlers will learn what they need to do long-term to win.“These Olympic athletes can put any college wrestler or high school wrestler under immense amount of duress and really exploit their lesser strengths, which is the ultimate goal,” Ryan said. “Find out where I need work and then work at it. And there’s a lot of places these kids aren’t finding out yet where their lesser strengths. “Here, they find it out pretty quickly.”

Don’t take food onto planes because it obstructs luggage scanners, the Government has advised airline passengers for the first time.New Department for Transport guidance states that “food or powders should be packed into hold baggage where possible”.Many passengers take their own food when they fly to avoid paying the premiums charged by airport retailers or airlines.British Airways is among the legacy carriers which have recently stopped offering complimentary refreshments to economy passengers in a bid to compete with low-cost airlines.The DfT says storing food in hand luggage can “obstruct images on the x-ray machine or may be mistaken for suspicious items”, leading to additional checks.Passengers will not be stopped from travelling with food, but those that do should “allow extra time at security”, the guidance warned. “By simply checking the guidance before they set off for the airport, passengers can have a smoother and less stressful start to their journey.”Rory Boland, editor of Which? Travel magazine, said: “Time and time again, our investigations have found that passengers are being ripped off with inflated prices for a number of items at airports around the UK.”If travellers are being advised not to take their food through security, airports should ensure that the price of foodavailable to them after security is fairly priced.”A DfT spokesman said: “As we have made clear, there is no ban on passengers taking food brought from home or purchased in airports onto their flights.“In the approach to the busy summer season, we are simply taking the opportunity to remind passengers of the practical steps they can take to ease the process through security, including by putting food and powders in hold luggage where possible. THE HSE AGREED a settlement of €790,000 with the family of Dhara Kivlehan who passed away after giving birth at Sligo General Hospital in September 2010.The 28-year-old died from multi-organ failure at Belfast’s Royal Victoria Hospital. She had been airlifted from Sligo after suffering a severe variant of pre-eclampsia called Hellp (Haemolysis, Elevated Liver Enzymes and Low Platelets).Her husband, Michael Kivlehan, also took a case against the HSE and was in court today to hear the organisation’s apology. According to RTÉ News, a separate undisclosed sum was awarded to him.Speaking outside court, he thanked his legal team for their hard work but noted that the “battle for justice continues”.“Three years on, we still wait an inquest. Valve has taken the Steam Forums offline and Gabe Newell has posted a message explaining that Steam has been hacked.On Sunday, the Steam Forums were defaced, but remained online. However, further investigation found the hack was more than just for the forum software, the intruder had also gained access to a Steam user database. On that database is the following information for customers of the digital gaming service:UsernamesHashed and salted passwordsList of game purchases per userE-mail addressesBilling addressesEncrypted credit card detailsValve is currently investigating exactly what happened and specifically what information was accessed on the database. There is currently no evidence to suggest the user information has been taken, and nothing to confirm encrypted credit card details have somehow been decrypted.Valve is going to force everyone to change their Steam Forum password when they decide to bring them back online as a security measure. Gabe has also apologized for what has happened and the inconvenience it is causing.If you are one of the millions of Steam account holders out there, then be cautious and watch your credit card activity.
